Also, a million-dollar project to improve the country's power grid is now on hold. The governor has placed a freeze on several state grants and programs until a fiscal 2016 budget deal is agreed on.
The new fiscal year in Illinois starts on Wednesday, with a possible state government shutdown on the horizon.
